Performance Management

The Performance Management guidance relates to the management of employee performance (i.e., planning, developing, monitoring, rating, and rewarding employee contributions), rather than performance-based or performance-oriented approaches to managing, measuring, and accounting for agency program performance. While these concepts can and should be linked and integrated, they remain distinct in some respects, particularly with regard to establishing individual accountability and dealing with poor performers. We also provide information that specifically addresses performance management for the Senior Executive Service.

Discipline

Has the employee has done something or failed to do something which adversely affects his/her work, the ability of others to do their work, or the agency's mission? Supervisors are faced with decisions on how to handle the incident or series of incidents. First, he/she must decide whether the incident involves the employee's poor job performance or an act of misconduct or delinquency. Normally, it is one or the other, but in some cases it could be both. Next, the supervisor must decide what type of management action will best deal with the incident(s). Leave

Establishes policies and prescribes procedures for administering leave and excused absences so that absences from duty are handled in a uniform and equitable manner. It also incorporates FLW CPR Reg 690-20 Voting and Registration into this regulation.

Awards

Provide policy on the use of both monetary and honorary incentive awards for civilian employees. It covers invention, superior or accomplishment peformance, honorary, and public service awards, as well as quality step awards, as well as quality step increases.
