the building’s occupants can promptly evacuate the building. Upon
the occurrence of a fire, there is a very small window of
opportunity to evacuate the building before it becomes uninhabitable
(about one minute). This can only be accomplished with practice.
For this reason, fire drills are required in all government
buildings at least annually. Training units must conduct a fire
drill in the first week of every cycle and another in the second
half of the cycle. Child care facilities must conduct drills in
